Is it illegal to carry a taser while traveling?

My girlfriend is heading to Italy in the next few weeks, alone. Concerned for her safety I would like to purchase her a taser to carry with her during her travel; however, I am worried it would be confiscated by customs. I’m not asking whether its legal to carry it on the plane or any of her carry-ons, but rather in her luggage. Was wondering if anybody had encounter this problem or had ideas where/who I could ask. Thank you.
